My guess is Iceland forced Israel out, which would be the most notable hockey related thing they've done since Gunnar Stahl and crew choked in Junior Goodwill Games.

Israel was due to play in the men's Div IIA in Serbia, the women's Div IIIB in Estonia and the men's U18 Div IIB. Their teams have typically been a mix of European and American ex-pats along side domestic players.

Tournament in Serbia, next to Islamic territories with United Arab Emirates in the group, IIHF protects itself against any risk of attack but it is an admission of weakness.
