    With all this talk about how Russia won't sign the transfer agreement, it has me wondering, who did sign the agreement? What is the policy for bringing players over from non-signatory countries other than Russia?

    Other countries have signed it, ruskies just think they are better than anyone else.

    Is there a possibility to get a glimpse at the complete agreement? I haven't found anything on NHL.com and iihf.org so far.
