They're allowed to, but they're also allowed to move to the AHL from the CHL. The most famous case with that is Jason Spezza who played his 19YO season almost entirely in the AHL. Not sure if it was because he was granted exceptional player status heading in to the OHL or what, Sens would know better then I would on this one. Far too many beers ago for me.
