Havana is a possibility, but in the second half of the 21st Century. Not anytime soon. Think like 2050 at the earliest. After the embargo is over and after Cuba's economy gets a chance to recover and open up.

Mexico is a much likelier possibility to occur sometime soon, although probably not in the next round of expansion. Monterrey would be my choice then, as it is one of the safest cities in Mexico and comparable in wealth to many American cities. In fact, it's wealthier than some American cities with Big 4 franchises, like Jacksonville and New Orleans. It's quite close to other major cities like Nashville and St. Louis based on income (PPP).

Don't most Cuban citizens make like 15 bucks a month? I would place Havana a few spots behind the Moon as a legit expansion site
They need to improve on their own quality of living since they finally aren’t allowed to beat the coast guard to the shore and get asylum, aka free citizenship.

Most of the rest of the world that has to immigrate to the US properly don’t care for Cubanos much because of that.

Why reward a country that could care less about human rights? One which treats its citizens like absolute crap and has 0 respect for democracy or the rule of law.

They could circumvent that problem by placing the franchise in Guantanamo Bay.
