Has Gary Bettman Cup presentation night run its course?

Why not have the owner of the winning team present it to their team if it's at home? If it's on the road, have Bettman or Messier present it.

Maybe a better commish could have avoided the lockouts and reached the exact same deal. Who know since 20+ years of Bettman.

You say that but in 2005 at least the deal agreed to was largely the same one the NHL first proposed at the start of the lockout, so it was the NHLPA who dragged it out and ultimately caved in. Had they not wasted time the season probably could have been played. Hard to blame Bettman or the league for that mess.
