He's hoping the state will get rid of management rights of the Hartford Civic Center from MSG and create a new Hartford Whalers AHL team in hopes of using that as a springboard for an NHL franchise (like the Manitoba Moose).

"We will be in the top third of the AHL in attendance, or I'll give the franchise away for a dollar," he said.

The state is looking at the long term effects of the Civic Center and have a January 21st deadline to terminate its contract with MSG, which is costing the state about $4 million a year.
