The team will only get cap relief if the player agrees to the move, not sure if they'll get any cap relief at all if he refuses to report.

If he refuses to report, they would simply suspend him. He doesn't have to "agree" to be sent to the minors. His contract is only $700,000 and can be entirely buried in the minors whether her reports or not.

You're wrong. That is only on multi-year contracts for players older than 35. Mark Streit was signed to a one-year deal.
