Since 2015 we have had 30 draft picks and only two have contributed and they haven’t contributed much yet (Samsonov and Siegenthaler). I haven’t looked at every other team but that doesn’t seem great to me.

Penguins since 2015 have drafted 2 NHL players. Both in 2015. Sprong and Simon
Boston in 2015 and 2016 had 5 first round picks from which they got McAvoy and DeBrusk. In those 2 seasons they had 9 picks in the 1st and 2nd rounds. I would say they are not typical.
Tampa back to 2016 has drafted 1 NHL player, Howden who was traded to the Rangers as a prospect. In 2015 when they had 2 picks each in the 2nd 3rd and 4th, they got Cirelli in the 2nd and Joseph in the 4th.
The Flyers back to 2015 outside of the 1st round have Carter Hart. Thats it.
Its worth remembering that entire time the Capitals have been among the league leaders. They have a solid and stable core that they have kept together. They dont have roster opportunities that lesser teams have. 5 of their top 6 forwards are home built. 3 of their 7 defensemen are home built including a Norris finalist and both their goalies.
