Franchise mode-how to upgrade club seats?

In franchise mode, how do you update Club Seats? It's a requirement from the owner in Franchise mode but it only gives me the option to "repair". Do I have to repair the seats before upgrading?

No. I believe those can only be done in the off season. So the day after you get that pop up saying who won the Stanley and memorial cups to the day preseason starts.

You can only update Club Seating during the off-season, which is rather annoying but understandable.

If you save like 1.2 m for the offesason you can do the upgrades. Its always less then that. Also if its for an owneres task do it before the week of the draft or you fail it if its the last season you are contracted for.
