Spinner dolphins feed at night and "rest" in shallow waters during the day.

Tour companies take folks to these areas and the dolphins get little rest due to wariness required.

Proposal is banning all interaction within 2 miles of coast (and more around Lanai, Kahoolawe and Maui).

I know very little about dolphins and their behaviour, so I can't say if this is an appropriate measure or not - but generally speaking, as much as swimming with dolphins is a big deal for some people, in my opinion, animal welfare should trump tourism.

There are "captive" dolphins that swim with folks, but this addresses the issue of swimming with wild dolphins.
