Evgeni Nabokov said in a recent interview to Sport Express that he's planning to play at the World Cup, and Russia's GM Igor Tuzik confirmed that Evgeni gave his express consent. The only question is whether his knee will heal in time.
He arrived to Moscow a couple of days ago and also spoke with coach Bill and Alexander Steblin.

as a fan of equal competition, i'm really hoping he plays

You can forget that anyway.

The worse this Russian team will play, the better it will be on the long run because it could lead to some early changes (within the federation).

The federation won't care though because the World Cup is a useless NHL-tournament played under NHL rules though, right? It's not like it actually means anything. ;)
