Well, the EU again wants to decide on matters they aren't responsible for. They can't do anything about foreigner-restrictions, because states outside of the EU aren't members of the Union and therefore don't have the rights all EU-members have.

Some leagues wouldn't be bothered by this anyway, as they voluntarily decided to regulate the number of foreigners, something the EU can't prevent.
