    Let's say the owners accept the PA's December 9th proposal. Could they not simply sign an agreement between themselves that states that they cannot spend over a certain amount (salary cap). It would be totally unrelated to the CBA.

    yup. Despite everyone knowing how the NFL owners colluded back in the 80's collusion is illegal.
