Are you sure he didn't have an NHL contract with the Kings? I know he played at least a season with Manchester in the AHL. Either way, he wasn't signed by the Capitals out of the NCAA.

Hmm, seems like you're right. Not sure what kind of contract he had with LA/Manchester though. There's not any way to sign a one-year ELC, so it must have been a strictly AHL deal.

Steckel had an AHL contract with Manchester, Boudreau brought him to Hershey.

NCAA UFAs usually sign where they get to play right away and think they would have a legitimate chance to compete for a roster spot the following season. That usually means teams out of the playoff race. Da Costa for sure was never going to sign in Washington for both of those reasons.
