Matt Foy deffinitely should be higher, specially when you consider those are all 2003 draftees you put ahead of him

Jonas Johansson and Shishkanov are not '03 draftees.

I'm not all that high on Foy. I may turn out to be dead wrong, though. He does have some good tools.

Personally I see everyone between Johansson and Foy on my list as very close and interchangeable when it comes to talent-ceiling *and* probability of reaching that ceiling.
