Bill Watters gives his proposal on a new CBA. Doesn't include a hard cap, but it does give more freedom to player movement. It's a luxury tax system, but he wants the roster down to 18 from 23. Since this means loss of jobs in the union, I don't think it'll fly with the players. And it's not a cap, so it won't fly with the owners.

If the players want to avoid a cap, they'll have to make some serious concessions. Those two would be steps in the right direction.

I assume he's talking about teams using 3 forward lines instead of 4, and instead of 3 pressbox jockeys there'd be only 1.

Bill Watters is a moron!!! The guy makes up rumours and foolish stuff and tries to come off like he knows everything. If he knew what he was talking about, Pronger,Murray,and Karyia would all be in a Leafs uniform.
