Instant rejection would also be tough to justify in front of the NLRB once the league has declared impasse.

Exactly. 5 minute job to read 235 pages? This offer is neither simple, small nor instantly rejectable. The NHL will want to

a) go over the numbers with its economists and accountants, check the fineprint
b) evaluate the numbers and brainstorm
c) tell all of the owners what their thoughts are
d) let the owners mull over it and give feedback
e) Bettman-owners decide course of action
f) repond
