Given he is way older then the other guys from that draft I'm not sure that holds water.
He's also a goalie, which is tougher to factor in as they tend to develop later.
For me personally though, if I'm comparing two prospects from the 2017 draft I'm probably going to go with the guy that was drafted higher. That's how NJ currently views them and nothing's really changed since the draft, other than them going through development camp.
